PORR and TM.E. to build landmark energy center in Włocławek

PORR, together with TM.E. S.p.A. – Termomeccanica Ecologia, has been awarded the contract to build a thermal waste treatment plant at the Włocławek Energy Center. The plant will have a production capacity of around 700,000 GJ of heat and 45,000 MWh of electricity. Following the ITPOE in Rzeszów and the ITPO in Gorlice, this is now the third thermal waste treatment plant that the successful consortium is building in Poland. The contract volume is approximately EUR 165m (PLN 700m)

90,000 tonnes of waste will become energy
The Włocławek Energy Center will process 90,000 tonnes of non-recyclable waste annually. The output of 700,000 GJ of heat will be fed entirely into the municipal network, thereby making a significant contribution to the city’s energy supply. The 45,000 MWh of electricity will flow into the National Power System. The actual amount of heat energy generated will depend on the local conditions of the district heating system in the city.
The new energy center will enable the city of Włocławek, which has a population of around 100,000, to reduce the amount of coal burned by tens of thousands of tonnes per year. An efficient district heating network will be established, which will simultaneously improve the air quality in the city.
Six buildings and technical infrastructure
PORR and TM.E. will build a total of six buildings and accompanying facilities on a site on Zielna Street in the immediate vicinity of the Municipal Heat Energy Company. This is in addition to the associated infrastructure, roads and underground facilities. The technological part of the contract includes the construction of systems for the extraction and temporary storage of fuel (RDF and Pre-RDF), a boiler, flue gas cleaning, a steam turbine, slag storage, and auxiliary systems and installations.
The consortium’s contract covers everything from the detailed designs and construction itself to the commissioning and handover of the plant. The work will be completed within 29 months of taking over the construction site.
